America's Initiative and Passivity: Analysis

The United States has thus far professed that its attack on Iraq is "aimed at removing evil for the whole world", but it has exerted a great deal of efforts in using upholding so-called "justice" as a pretext, this actually shows that the United States is in a helpless state.

The United States moves tens of thousands of troops from thousands of miles away to crowd into the small country of Kuwait, several expressways of the country have almost become US troops' war preparedness highways, various kinds of combat and logistic vehicles of US troops are really busy.

US troops assume an aggressive posture, making war seem to be on the verge of breaking out. But before going to war, US troops still have to get through hardships in the desert for sometime. They have to bear up against the scorching sun in the day and the cold wind at night. Living in tents, however favorable the conditions are there, is not as good as living in regular barracks. In the words of some military analysts, the United States actually had had the ability to hit out a week before. But the Pentagon delayed giving order, the fundamental reason for this is not a military, but a political one. Recently, anti-war demonstrations have erupted in a continuous way worldwide. Although these will not necessarily be able to halt US troops' offensive against Iraq, they do put US authorities in an extremely embarrassed position.

Besides, despite the huge numbers of US troops coming to Kuwait, they do not dare to show up in the city. US embassy in Kuwait is heavily guarded, it looks as if it were a barracks.. Even US correspondents engaging in news covering have to be very cautious in Kuwait, their safety is given priority protection. Thirteen years ago Kuwait was "liberated" from Iraqi occupation by US-led multinational forces, so the present "down with Saddam" action receives Kuwait's governmental and non-governmental unanimous support. In spite of this, the Kuwait people generally dislike Americans. The recent cases of attacking US troops here have given them in Kuwait the creeps.

Although US troops are in an initiative state, US political passivity and its military initiative form a sharp contrast. . Analysts here hold that for the United States, the best result is subjugating the opponent's troops and forcing Saddam to submit without fighting a battle. This can demonstrate the power of US troops, frighten other small disobedient countries, and avoid various risks brought about by war. Once war breaks out, US troops, of course, hope to fight and win battles of quick decisions. If bloody battles really occur, US troops suffer heavy casualties, and the American public finds it unbearable, the Bush Administration will definitely be queried. If the Iraqis suffer a heavy toll of casualties, Iraq would surely become the object of sympathy, and this will only increase the Arab world's new hatred for the United States.
