China Checks Illegal Land Use

China's land authorities investigated 549,000 cases of illegal land use in the past three years, involving 122,000 hectares, Minister of Land and Resources Tian Fengshan said Thursday.

China's land authorities investigated 549,000 cases of illegal land use in the past three years, involving 122,000 hectares, Minister of Land and Resources Tian Fengshan said Thursday.

Improved measures had helped rein in the improper use of land, which was state-owned in China and only land use rights could be traded, Tian said.

China is very short of farmland because of its large population,and the land management policy is mainly to curb the conversion offarmland for other uses such as real estate development.

The Ministry of Land and Resources' campaign led to charges against 3,433 people involved in illegal cases, 363 of whom were convicted. Statistics show that the annual conversion of farmland for uses other than farming has decreased from 205,000 hectares in1999 to 164,000 hectares in 2001.

China has established an effective user-pays system for land with special markets set up nationwide for trading land use rights.
