More Urban Needy Covered by Government Allowances

More low-income residents will receive government allowances according to a minimum standard of living for city residents, said Yang Yanyin, vice-minister of Civil Affairs.

More low-income residents will receive government allowances according to a minimum standard of living for city residents, said Yang Yanyin, vice-minister of Civil Affairs.

Yang made the statement at a conference on disaster relief and assistance for the needy held in the capital of central China's Wuhan Province Tuesday.

The number of low income earners receiving government assistance would increase in the near future, Yang said.

The restructuring of state-owned enterprises and industries would continue producing laid-off workers who also needed government allowances, she added.

About 20.54 million people have received government allowances to guarantee their minimum standard of living, 9.59 million of whom are on low incomes, accounting for 46.7 percent of the total,and 3.49 million are unemployed, making up 17 percent. The rest include families of low income and unemployed people as well as the disabled.

China finalized a system to guarantee a minimum standard of living for urban residents in June last year and issued a series of relevant regulations.

Yang pledged to improve the monitoring of the distribution of assistance funds and speed up building a medical service system for low income households this year.
