China is now encouraging foreign, domestic and private enterprises to get involved in the construction and management of the country's airports.
At a conference held in the city of Wuhan in central China's Hubei Province, officials from the Civil Aviation Administration outlined the new initiative.
Officials stressed that new airport construction should be carried out according to free market forces and could involve various forms of ownership and cooperation.
There are currently 143 state-owned airports in China and their annual growth in handling capacity exceeds the international average. But there are 10 percent fewer passenger transport airports in China per square kilometer than in developed countries.
The Civil Aviation Administration plans to designate at least one airport as an Asian-Pacific air transport hub by 2020. A number of regional air hubs will also be established.
