Chechnya's Administrative Chief Names New Prime Minister
Head of Chechnya's administrative authority Akhmad Kadyrov on Monday named Anatoly Popov as the new Chechen prime minister, succeeding Mikhail Babich who has resigned.
Head of Chechnya's administrative authority Akhmad Kadyrov on Monday named Anatoly Popov as the new Chechen prime minister, succeeding Mikhail Babich who has resigned.
Before his new appointment, Popov led Russia's directorate for social and economic rehabilitation in the republic of Chechnya.
Babich submitted his resignation to Kadyrov on Feb. 8 over a dispute between them after Kadyrov replaced Chechen Finance Minister Sergei Abramov with Deputy Finance Minister Eli Isayev.
Babich disagreed with the arrangement, saying it violated the appointment procedure, while Kadyrov insisted on his decision andaccused Babich of "breach of labor discipline."
Babich, a 33-year-old ethnic Russian and former deputy governorof the Moscow region, was appointed by Kadyrov as Chechnya's primeminister last November in a move that some observers said underlined the Kremlin's desire to have better control over Chechnya's finance.
Kadyrov said last Wednesday the republic needed a new prime minister.
