Chinese Experts Call for Iraq Issue Resolution within UN Framework

Chinese experts, against the backdrop of the mounting US preparations for military action against Iraq, called on the United States to be cautious and appealed for a resolution to the Iraq issue within the framework of the United Nations.

Chinese experts, against the backdrop of the mounting US preparations for military action against Iraq, called on the United States to be cautious and appealed for a resolution to the Iraq issue within the framework of the United Nations.

In an interview with Xinhua, Tao Wenzhao, deputy-director of the Institute of American Studies under the Chinese Academy of Social Sciences, said the United States might exert pressure on the United Nations for a new resolution to justify its possible military actions.

However, said Tao, it was very difficult for the UN Security Council to pass such a new resolution as the international community held a cautious attitude toward any US unilateral action.

US President George W. Bush, in his State of the Union address delivered on Jan. 28, vowed to fight with "the full force and might of the United States military" to disarm Iraq if necessary.

Tao said the United States would obviously rather take unilateral action than to submit the issue to the UN Security Council for voting.

Under such circumstances, it was hard for members of the Security Council to reach any consensus on authorizing the United States to launch a war against Iraq, said Professor Wu Xinbo of the American Studies Center of Shanghai's Fudan University.

He noted that the Bush administration had lost confidence in the United Nations and had been determined to take action with its allies.

He said the Iraq issue should be resolved within the framework of the United Nations through peaceful means.

Shen Dingli, deputy head of Fudan's American Studies Center, said tensions would arise in the relations between the United States and the Middle East if a war broke out. Likewise, the US unilateralism would be detrimental to the perception of the United States itself, as well as the United Nations and its Security Council.

Wu held that US unilateralism would influence future cooperation on major international issues among big powers although there would be more possibilities for cooperation in the fight against terrorism than on other regional issues.

Professor Qi Chengzhang, with the Party School of the Chinese Communist Party Central Committee, said the US war against Iraq would trigger repercussions and the US security environment would deteriorate.
