Ninth Plenary Meeting of State Council Convened
Premier Zhu Rongji presided over the ninth plenary meeting of the State Council on Monday. Participants discussed a draft government work report to be submitted to the coming tenth National People's Congress (NPC).

After heated discussion, it was decided to distribute the draft government work report to the relevant departments as well as all provinces, autonomous regions and municipalities in a bid to solicit a range of opinions.

Zhu delivered a speech to the meeting, saying that the five-year term of his government was going to expire. His government had carefully carried out its duties, doing its utmost to accomplish every task by adhering to the direction of Deng Xiaoping Theory, comprehensively implementing the important thought of the "Three Represents" and focusing on the overall situation of the country.

Over the past five years, the Chinese people had overcome many challenges with universally acknowledged achievements under the leadership of the Communist Party of China, Zhu said.

The national economy had maintained a fine momentum, breakthroughs had been achieved in economic restructuring, new prospects revealed in the country's opening-up, science and technology and education vigorously developed, notable progress had been made in developing socialist democracy and culture, and the people, on the whole, led a more comfortable life, according to Zhu.

Zhu also pointed out that in the run-up to the first sessions of the tenth NPC and the tenth National Committee of the Chinese People's Political Consultative Conference (CPPCC), the State Council would continue to solicit opinions on the draft government work report by holding symposiums.
