Intelligence services were expected to reveal highly sensitive information to convince the public that Iraqi President Saddam Hussein poses a direct threat to Britain, the report said.
The first dossier on Iraqi weapons published by the government last September, the report said, failed to move public opinion about the necessity to go war with Iraq.
About 68 percent of the British people are not convinced by Blair's justification for a military action against Iraq, a recent survey released by The Sunday Times showed on Sunday.
Blair, the staunchest ally of Washington on its tough line on disarming Iraq, discussed the campaign against Iraq by telephone with United States President George W. Bush on Friday night, in preparation for their summit at Camp David, the United States on Jan. 31, a date earlier reports said crucial to a timetable for military strike on Iraq.
