Security Council FMs Call for Further Action Against Terrorism
UN Security Council foreign ministers wrapped up an open meeting in New York Monday with calls for the international community to cut support for terrorism and to act as "a party" in the fight against global terrorism.
UN Security Council foreign ministers wrapped up an open meeting in New York Monday with calls for the international community to cut support for terrorism and to act as "a party" in the fight against global terrorism.
"All states must take urgent action to prevent and suppress allactive and passive support to terrorism, and in particular comply fully with all relevant resolutions of the Security Council," the ministers said in a declaration adopted at the end of the gathering.
They called on all 191 UN member states to "assist each other, to the maximum extent possible, in the prevention, investigation, prosecution and punishment of acts of terrorism, wherever they occur."
The declaration was aimed at improving the implementation of resolution 1373, which was adopted after the Sept. 11 attacks calling for member states to deny safe haven to those who finance,plan, support and commit terrorist acts.
Under the resolution, a counter-terrorism committee was established to monitor the resolution's implementation.
During the meeting, the ministers examined the activities of the committee, assessed the actions that have been taken and proposed formulating new guidelines to improve the effectiveness of combating terrorism.
The declaration also called for the following steps to be taken:
-- Become a party, as a matter of urgency, to all relevant international conventions and protocols relating to terrorism;
-- Cooperate closely to implement fully the sanctions against terrorists and their associates, in particular Al-Qaeda and the Taliban and their associates;
-- Bring to justice those who finance, plan, support or commit terrorist acts or provide safe havens, in accordance with international law;
-- The Counter-Terrorism Committee must intensify its efforts to promote the implementation by member states of all aspects of resolution 1373.
Under the declaration, Secretary-General Kofi Annan will present a report within 28 days summarizing any proposals made during the ministerial meeting and any commentary or response to these proposals by any council member.
