A high-level Russian special envoy said Monday that his talks with Kim Jong Il, top leader of the Democratic People's Republic of Korea (DPRK), were "successfuland substantive."

Russian Deputy Foreign Minister Alexander Losyukov made the remarks after talks with Kim Jong Il for about six hours over the nuclear crisis around the Korean Peninsula, a source close to the talks said.

Kim Jong Il and Losyukov talked about bilateral ties and railway construction along the eastern coast of the DPRK during the talks, the source said.

Losyukov delivered a message by Russian President Vladimir Putin on how to resolve the nuclear crisis to Kim Jong Il , the source said, adding that Kim would give his reaction to the message later.

The package of proposals put forward by Russia was "good", said Kim Jong Il. Kim also gave some suggestions to the proposals and expressed his hope to resolve the nuclear issue through a diplomatic way, the source said.

The package of proposals includes a nuclear-free status on theKorean Peninsula, security guarantee for the DPRK and resumption of humanitarian assistance and economic aid to the DPRK,

Losyukov arrived in Pyongyang on Saturday and is scheduled to leave here on Tuesday.

Losyukov is the first foreign politician received by Kim Jong Il since the nuclear crisis erupted last October.
