India, Russia Sign Agreement for Nuclear Safety

The Indian Atomic Energy Regulatory Board (AERB) and the Federal Nuclear and Radiation Safety Authority (NRSA) of Russia have signed an agreement for cooperation in the field of safety regulation in the peaceful uses of nuclear energy.

The agreement, which was signed in Mumbai on Wednesday night, is valid up to the beginning of regular operation of the nuclear power plant at Kudankulam in Tamil Nadu, AERB said in a release Thursday.

The AERB Chairman S.P. Sukhatme and NRSA Chairman Yuri Vishnevskiy signed the agreement to familiarize themselves with the practices followed by the two countries to ensure safety of nuclear power plant personnel and the public and protection of the environment against any possible harmful effects of radiation.

The agreement was based on the understanding reached between the former Soviet Union and India on Nov. 20, 1988 and supplement to the Inter-governmental Agreement on Jun. 21, 1998 to set up two 1000 MW each Russian nuclear power reactors at Kudankulam.

Mutual exchange of information and experience will cover regulatory documents used for the design and for all subsequent phases of nuclear power projects, methodology adopted to validate computer codes, comparison of results against international verification programs and requirements for qualifications, training and licensing of power plant personnel.
