Circular Issued to Reduce Salary Delays for Migrant Workers

The State Council has issued a circular asking labor departments to properly handle delays and unreasonable reductions in the wages of migrant workers.

The State Council has issued a circular asking labor departments to properly handle delays and unreasonable reductions in the wages of migrant workers.

In a bid to protect these workers legitimate rights, the circular asks employers to sign legally binding contracts with migrant workers. Items such as contract duration, work duties and wages must be clearly stated. The circular forbids delaying or cutting migrant workers' pay under any pretext.

It also requests labor departments to reinforce the supervision of how employers pay migrant workers, handle labor contract disputes in a timely manner and penalize those who intentionally delay or cut wages.
