US military leaders on Wednesday urged Iraqi President Saddam Hussein to disarm, suggesting that a US war with Iraq is not inevitable.
"We continue to hope that the regime will change course and that Iraq will disarm peacefully and voluntarily," US Defense Secretary Donald Rumsfeld said at a regular news briefing.
"No one wants war. The choice between war and peace will not be made in Washington or, indeed, in New York; it will be made in Baghdad," he said, adding that the decision on whether a war could be avoided is facing the Iraqi government.
Rumsfeld, who has repeatedly said that a war could be avoided if President Saddam chooses to leave Iraq, said that the Iraqi disarmament could happen "in a variety of ways besides war."
Speaking at the same new briefing, Chairman of the Joint Chiefs of Staff Richard Myers echoed Rumsfeld's comments. "From a military standpoint, there is no point of no return," he said.
