Tung Gives Credit to Officials, Civil Servants for Policy Address
Hong Kong Special Administrative Region (HKSAR) Chief Executive Tung Chee Hwa gave credit to the principal officials and civil service for his widely acclaimed policy address Thursday.

Amidst praises by HKSAR Legislative Councilors Thursday during a Legislative Council question and answer session that his policy address, delivered Wednesday, has laid down a fine blueprint for Hong Kong's economic development by emphasizing closer economic integration with the Pearl River Delta area, Tung gave credits first to the principal officials appointed under the Principal Officials Accountability System instituted in July last year.
"If I were to judge the functioning of the Principal Officials Accountability System by the policy address and policy platform, Ithink it was, indeed, functioning quite well," he said.
Meanwhile, Tung also praised the HKSAR civil service for performing better after Hong Kong's return to the motherland on July 1, 1997.
"Since Hong Kong's return to the motherland, the civil servantshave been working very hard for Hong Kong. From various public opinion survey findings, we can tell that the public does think they have been offering a better service since 1997, if a before and after comparison is made," he said.
Tung's policy address has been hailed by Legislative Councilorsas "most up-to the-point in face of the prevailing challenges."
Councilor Li Ka Cheung stressed, "I reckon this policy address,particularly the economic analysis section of it, is the most objective one I've seen in years. It is most up-to-the-point in face of the prevailing challenges. It certainly reflects the opinions of many businessmen and professionals in Hong Kong and the direction in which they hope Hong Kong will develop."
