China Defines 10 Major Goals in Water Conservancy

According to the news of Jan.5, 2003 from the National Water Conservancy Directors Conference in Changsha, China has worked out the 10 major goals for developing water conservancy projects in the country prior to 2010, which are laid out as follows:

According to the news of Jan.5, 2003 from the National Water Conservancy Directors Conference in Changsha, China has worked out the 10 major goals for developing water conservancy projects in the country prior to 2010, which are laid out as follows:

1. It is to make all dykes and embankments along mainstreams of big rivers and lakes to fully reach the set standards with the major reservoirs presently damaged or in danger to be repaired and consolidated. And in this way it is to put up by and large a system for preventing floods and reducing calamities along the big rivers and lakes so as to ensure the safety against floods affecting the key cities and areas.

2. It is to make the water-diversion projects in the first phase along the eastern and middle lines to come into effect, thereby basically relieving the water-shortage problems in Beijing, Tianjin and the cities in the areas of North China and Shandong peninsular.

3. It is to solve the drinking water in China's rural areas by raising the popularity of 40 percent at present to some 60 percent in villages and townships.

4. It is to complete at large the transformation of large-sized irrigation channels into water-saving ones to raise the utility of the irrigation-water from 0.43 in 2000 to over 0.5 in the years to come, so as to realize a nationwide increase in the total amount of water for irrigation.

5. It is to develop 16 million-mu of irrigated grasslands for silage and fodder, restore 700 million-mu of natural pastureland in order to provide a water-resource guarantee for the construction of well-off communities on grasslands, where we can see herdsmen enjoy a developed economy, a rich livelihood and a fine ecology.

6. It is to tame water-and-soil erosion in an area of some 500,000 square kilometers and to enforce an area of one million square kilometers for closed preservation and cultivation. On the loess plateau, it is to build up some 60,000 dykes for silt-land so as to realize a better turn for most of the areas suffering from water and soil losses.

7. It is to make the water quality up to a satisfactory requirement of its functioning area, the ecologically fragile, the marshy areas and the areas where the underground water is excessively drawn to realize an obvious turn for the better in ecological conditions.

8. It is to have a newly added capacity of 20 million kilowatts/hours in the installation of hydropower facilities and to bring to finish 800 electrified counties in the countryside. And by way of carrying out the projects of replacing fuels with small-sized hydropower stations for ecological protection, it is to solve the problem of fuel and rural energy source of 37 million people living in the country villages.

9. It is to build up primarily a nationwide allotment mechanism for initial water right, to set up a system for macro-control and quota-regulated management of water resources. And in this way it is to form a mechanism for working out a reasonable water-price and to draw up some experience for putting up a water-saving society of pollution prevention.

10. It is to fully strengthen the e-government service in the water-conservancy system, to fully put up a nationwide information application network for the prevention of floods and draughts, for the control and management of water resources and for water and soil preservation.
