Finnish President Tarja Halonen said on Wednesday that Iraq should comply unconditionally with UN Security Council resolutions, but any military action against Iraq must be approved by the international body.

Halonen stressed in her New Year message that the United Nations and its Security Council shoulder the main responsibility for maintaining world peace and security.

Halonen expressed her satisfaction with the efforts by the United Nations to resolve crises in Afghanistan and Iraq.

As to the enlargement of the European Union, Halonen said the expansion will remove the division left over by the Cold War and further strengthen the stability and security of Europe.

Halonen mentioned that in drawing up a new constitution for the15-nation bloc, equality between member states should be emphasized, and the rights of the European Union and its members be specified. In addition, the union should boost its ability and the ability of its members to respond to crisis situations, she said.
