Chinese President Gives New Year Address

Chinese President Jiang Zemin extended New Year greetings to the Chinese people of all ethnic groups, including those in Hong Kong, Macao and Taiwan and overseas Chinese, as well as friends from all other countries, in his televised New Year address.
In his address, televised Tuesday evening by China Radio International, Chinese Central Radio Station and China Central Television Station, Jiang said the year 2002 was of great and far-reaching significance in China's developments.
The 16th National Congress of the Communist Party of China (CPC) was held in 2002, establishing the "Three Represents" concept as the guiding principle of the CPC, summing up the basic experience of the CPC in leading Chinese people to build socialism with Chinese characteristics, and putting forward the grand goals of building a comparatively prosperous society.
It was also a year in which China broadened its reforms and expanded its opening-up and socialist modernization drive, Jiang said.
He hailed the country's great achievements in maintaining a steady monetary policy, economic restructuring, reforms of state-owned enterprises, development of western regions, creating more jobs for laid-off workers, improvements of the social security system and boosting cultural progress.
China had strictly abided by the rules of the World Trade Organization, fulfilled its commitments such as opening wider its market to overseas investors and improving its investment environment. China had become one of the most attractive countries for investors around the world, he said.
By adhering to the "one country, two systems" principle, China acted in accordance with the basic laws of Hong Kong and Macao, maintained social and economic stability in the regions and increased economic and cultural contact and personnel exchanges with Taiwan, he said.
Jiang pledged that China would continue to pursue an independent foreign policy of peace and push ahead with the great cause of world peace and development.
The year 2003 was the first in which the Chinese people would implement the tasks set by the 16th CPC National Congress, the president said. China had made world-famous achievements over the past 20 years and would make the country more prosperous in another 20 years.
He wished Taiwan's 23 million people a happy new year and said he hoped the reunification of the motherland would be accomplished.
Mankind faced many severe challenges, he said. People of all countries should make concerted efforts to cope with these problems and challenges.
The Chinese people, who yearn for peace and happiness, would work together with the peoples of all other countries to build a new international political and economic order, promote the democratization of international relations and strive for world peace and common development, he said.
"I believe," he said, "so long as people and statesmen of all countries work hand in hand, think over the destiny of the world and the common interests of all countries, and try to overcome all difficulties with a positive attitude, mankind will have a bright future."
