Kim Dae-jung Stresses Importance of 'Sunshine Policy'

South Korean President Kim Dae-jung on Monday expressed his dissent on what Washington called "tailored containment" strategy of economically isolating the Democratic People's Republic of Korea (DPRK) and vowed to push ahead with his "sunshine policy", according to a press release of the Presidential Office.

South Korean President Kim Dae-jung on Monday expressed his dissent on what Washington called "tailored containment" strategy of economically isolating the Democratic People's Republic of Korea (DPRK) and vowed to push ahead with his "sunshine policy", according to a press release of the Presidential Office.

"No policy of containment and isolation against communist countries has succeeded in history even during the Cold War era," chief presidential spokeswoman Park Sun-sook quoted Kim as saying at a cabinet meeting in the release.

The New York Times reported Sunday that the United States may apply "tailored containment" to the DPRK under which it will increase financial and political pressure on the country.

Kim said his government will hold firm with the "sunshine policy" despite the DPRK's recent moves to restart its nuclear plants.

"The sunshine policy will remain effective even at a time when relations are at a standstill," Kim said.

Kim reiterated his government's stand that "All matters should be settled peacefully, through dialogue," stressing the need for Seoul to seek a peaceful solution to the nuclear issue through close cooperation with its allies.

Kim Dae-jung will transfer its Presidential right and post to the President-elect Roh Moo-hyun on Feb. 28, 2003, who has declared that will adhere to Kim's rapprochement and reconciliation policy toward the DPRK.

A spokesman of the Foreign Ministry of the DPRK Sunday claimed that the nuclear issue should be settled only between the United States and the DPRK through dialogue.

The DPRK explained that it re-activate the frozen nuclear facility just because the US-led international consortium Korean Peninsula Energy Development Organization (KEDO) decided halting offer heavy oil to the country, which have caused large hole in power production in the country.
