The Kuwaiti information minister on Saturday refuted Iraqi President Saddam Hussein's letter to the Kuwaiti people, saying the message was an attempt to create a rift between the Kuwaiti people and leadership.

Sheikh Ahmad al-Fahd al-Ahmad al-Sabah said Saddam's message was a reminder of the political and media campaign Iraq used against Kuwait prior to its aggression on Aug. 2, 1990, according to Kuwait's official KUNA news agency.

The minister renewed the demand that the Iraqi leader show a committment to the implementation of the relevant United Nations resolutions, especially those urging the release of the Kuwait prisoners of war (POWs), return of stolen properties and confirmation of the sovereignty and independence of the state of Kuwait.

"Instead of deliberately ignoring the strong bonds tying the Kuwaiti leadership and people, Saddam Hussein should confirm his peaceful intentions in words and deeds by implementing all of the related United Nations resolutions pertaining to the invasion of Kuwait in 1990," Sheikh Ahmad stressed.

The minister also charged that Saddam Hussein encourages acts ofterrorism in the letter, which was read on TV by Iraqi Information Minister Mohammed Saeed al Sahaf.

In his statement, the Iraqi president made his first apology to the Kuwaiti people and praised the recent anti-American incidents in Kuwait.

He proposed "the devoted and the holy warriors in Kuwait meet with Iraqi counterparts" under their common creator against "infidel armies" of "London, Washington and the Zionist entity."

In sympathy with the suffering of the Iraqi people, Sheikh Ahmadsaid Kuwait is looking forward to the demolishing of war prospects in the region through full Iraqi adherence to recently-adopted UN resolution 1441.

He reiterated Kuwait's stance of non-interference in Iraq's internal affairs, while urging the Iraqi leader to tell the truth, set free the Kuwaiti POWs, and respect the sovereignty and independence of Kuwait.

He warned the Iraqi regime not to repeat allegations and justifications about the "cruel crimes of invading Kuwait."
