Israeli Foreign Minister Binyamin Netanyahu on Wednesday set three preconditions for possible talks with Palestinians and called for an international effort to resettle Palestinian refugees.
Addressing an annual security conference in Herzliya, Netanyahu said the talks would be held after the Palestinian side meets the three demands: a change of leadership, an economic development package and a continuation of Israeli control over international transit spots.
Netanyahu also called for an international initiative supported by the United States to solve the issue of Palestinian refugees, which was viewed as a result of the first Arab-Israeli war in 1948.
It was reported that more than 3.7 million Palestinians, including the refugees and their descendants, live in Jordan, Syria, Lebanon, the West Bank and Gaza Strip.
Israel, however, refuses to negotiate the refugees' return rightduring political talks with the Palestinians, saying it would endanger the country's Jewish nature.
Netanyahu, meanwhile, called for the United States, Israel, Britain, Germany and China to work together to develop civilian aircraft missile defense systems, following the ground-to-air missile attack against the Arkia Airlines plane last week in Mombasa, Kenya.
Reports here said Israel would accelerate the development of theelectronic defense system for Israeli and foreign airliners, as well as the world's two leading aircraft makers, Boeing and Airbus.
