Steadfastly Follow the Road of Reform and Opening-up

The policy of reform and opening-up is the road for socialist China to become stronger, a historic decision determining the destiny of China in the contemporary times. We can proudly put it that the reform and opening-up is the most distinctive feature of China in the new era. Without reform and opening-up there is no socialism of Chinese characteristics.

Over the past 20 years, especially since the 4th plenary session of the 13th Party Congress, the strengthening of the comprehensive national strength, the development of all causes and the enhancement of international status of China have every thing to do with the policy of reform and opening-up. And so is the change for the better of every person and every family in China.

The policy of reform and opening-up is the road for socialist China to become stronger, a historic decision determining the destiny of China in the contemporary times. We can proudly put it that the reform and opening-up is the most distinctive feature of China in the new era. Without reform and opening-up there is no socialism of Chinese characteristics.

To speak of it in a point of view, the history of human society is a history of ceaseless reforms. There won't be any progress of history and social development if there is no reform of discarding the old to bring forth the new. Over the past 13 years the central committee of the Communist Party of China headed by President Jiang Zemin have grasped the opportunity to deepen the reform and hastened the development by opening wider. The new result continuously achieved for social progress will forever shine in history and be cherished by the Chinese people.

The fundamental motive force of reform comes from the continuous exploration by the people for social progress and from their longing for a better life. As we can remember, China's reform and opening-up was started from clarifying confusion and bringing things back to order. The 3rd plenary session of the 11th Party Congress brought to open the sluice gate for the reform and opening-up, which, gradually surging high, formed into a onward current, bringing China into a new historical period and making this ancient country with a civilization of 5000 years to revitalize. The 3rd session of the 11th Party Congress is, so to speak, a great switch of profound significance while the reform and opening-up a strong motive force setting the Chinese nation forward for a great rejuvenation.

Our reform means to improve and develop the socialist system and our opening-up to strengthen the comprehensive national strength by means of taking in advanced science and technology, management experience and fine cultural results from alien lands. With reform to push ahead the opening-up and by opening up to promote reform one is closely linked up with the other.

We are confronted with a lot of difficulties in reform and there is no ready-made model or pattern for us to follow or copy with. Everything we have to learn, to try and tap for. Although the road is by no mean even, the cause of reform and opening-up caters for the wishes of the people and to the trends of history. The policy has already been deep-rooted in the hearts of the people and is irresistible.

To make reforms and opening-up, there is no end of it, from which new situation, new problem and new contradictions may often crop up. To solve them we have to constantly emancipate our minds, to keep pace with the time and conscientiously do away with the untimely conception, out-of-dated practices and banal systems. And we have to liberate ourselves from the fetters of wrong and dogmatic understanding of Marxism, and also from the shackles of subjectivism and metaphysic ways of thinking. Only by doing so there can be new innovations for development, new breakthrough in transformation and we'll be able to turn over a new leaf in the opening-up and handle everything with enough new measures and to spare.

The practices have already proved that the reform and opening-up is the only way we must follow for the country to become stronger, for the nation to rejuvenate and for the people to become rich. It is the road that the Party and the people have adhered to and will resolutely continue to go along with it. Since a new deployment in carrying out the reform and opening-up has already been worked out at the 16th Party Congress, so let us work with one heart and one mind, resolutely go forward and carry it out in action to turn it out into reality. Create for us a happy life and a bright and brilliant future.
