Editorial: Advancing Courageously along Orientation Charted by Party Congress

16th CPC Central Committee Elected

The 16th National Congress of the Communist Party of China has come to a successful close. This National Congress approved the report made by Comrade Jiang Zemin on behalf of the 15th Central Committee and the work report of the Central Commission for Discipline Inspection, deliberated and approved the amendment to the Constitution of the Communist Party of China, elected a new Central Committee and new Central Commission for Discipline Inspection and fulfilled all items in the agenda. The Congress is very successful, it is a meeting of unity, victory and courageous advance. We express our warm congratulations on the complete success of the Congress!

The theme of Comrade Jiang Zemin's report is holding high the great banner of Deng Xiaoping Theory, comprehensively implementing the important thought of "three represents", carrying on the past and opening a way for the future, keeping pace with the times, building a well-off society in an all-round way, accelerating the advance of the socialist modernization drive and striving to create a new phase in the cause of socialism with Chinese characteristics, the report conforms to the tides of the times, accords with the aspirations of the Party and the people, and was thus unanimously endorsed by delegates to the Congress and enjoys the wholehearted support of comrades of the whole Party and people of the whole country. The report exhaustively analyses the international and domestic situation confronting our Party, scientifically summarizes the basic experiences of the past 13 years, further expounds the fundamental requirement for implementation of the important thought of "three represents" and penetratingly expounds a host of major issues, such as what banner will our Party persistently hold, what road will it follow and what goal will it realize in the new century, it has made comprehensive arrangements for various items of work in t building socialist economy, politics and culture with Chinese characteristics and in Party building, it is a political declaration and an action program for our Party to unite with and lead people of all Chinese ethnic groups in continuing the courageous advance in the new century and new stage. Comrade Jiang Zemin's report is a Marxist programmatic document which embodies the unity between emancipating the mind and seeking truth from facts, between theoretical innovation and practical innovation, between summary of the past and planning for the future, between the base on national conditions and the orientation toward the world, it has a strong sense of the times and of innovation and has a strong nature of ideology, theory and guidance.

The Congress highly praised the tremendous achievements gained by the third-generation central collective leadership with Comrade Jiang Zemin at the core in leading the whole Party and the hundreds of millions of people of the country in the fields of reform, development and stability, in domestic and foreign affairs and national defense and in administration of the Party, running of the country and governance of the Army in the magnificent historical process of reform, opening up and modernization drive since the Fourth Plenary Session of the 13th CPC Central Committee. The 13 years are a period in which China's overall national strength has jumped by a big margin, the people have gained the most benefits, Chinese society has maintained long-term stability and unity and has seen logical administration and harmonious people. China's international influence has witnessed marked expansion and national cohesion has greatly enhanced. The painstaking efforts made by the third-generation central collective leadership with Comrade Jiang Zemin at the core in leading the whole Party and the people of the whole country has led to the accomplishment of great successes which are focus of world attention and will surely go down in the glorious history of the great rejuvenation of the Chinese nation.

The Congress established the important thought of "three represents", together with Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory, as the guiding ideology for our Party, this is the historic contribution made by the 16th CPC National Congress and is of epoch-making significance. The "three represents" important thought is an inheritance and development of Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory, it reflects the new requirements set by the development and change of contemporary world and China on the work of our Party and State and is a powerful theoretical weapon for strengthening and improving Party building and promoting the self-improvement and development of China's socialism. Persistent implementation of "three represents" is the foundation of the Party, the cornerstone of administration and the source of strength. We should firmly grasp the fundamental requirement featuring that the linchpin is persisting in keeping pace with the times, the core is upholding the Party's progressiveness, and the essence is persevering in exercising administration for the people, incessantly enhance consciousness and firmness in implementing the important thought of "three represents" and advance courageously under the guidance of this thought.

Delegations Vote

The Congress set the goal of building a well-well society in an all-round way, and around this goal made comprehensive arrangements for economic, political and cultural construction and for the reform, it is of great important significance in gathering the strengths of the whole Party and people of all ethnic groups of the country and in accelerating the drive for socialist modernization. The Congress emphasized that we must not in the slightest slacken our efforts to strengthen and improve Party leadership, comprehensively pushed ahead the new great project of Party building and mapped out a plan for propelling Party building, this will surely open a new chapter in the history of Party building.

The Congress elected a Central Committee and a Central Commission for Discipline Inspection. The entry of a batch of young and vigorous leading cadres having both ability and political integrity into the new Central Committee fully reflects the fact that our Party is flourishing and has worthy successors. With a view to promoting the replacement of the old by the new in the Party's leading level and pursuing long-term peace and stability and everlasting vitality of the Party and State, a group of comrades who have held central leading posts and have made important contributions to the Party's cause withdraw from the Central Committee, demonstrating their exemplary conduct and noble character and farsightedness featuring their infinite loyalty to the cause of the Party. At this moment, comrades of the whole Party express heartfelt thanks and high respects for them! The Party and people will forever remember their historic contributions.

At present, the primary tasks placed before the whole Party and people of the whole country are to conscientiously study the report to the 16th CPC National Congress, earnestly implement the spirit of the said Congress, carry on the past cause through to the future, keep pace with the times, work in a down-to-earth manner, courageously make progress, unify their thinking and understanding into the spirit of the report to the 16th National Congress and pool their wisdom and strength to accomplish the tasks set by the Congress.

We must persistently arm all Party members with Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of "three represents" and set off a new upsurge in studying and implementing the "three represents" important thought in the whole Party and the whole country. The important thought of "three represents" is the soul of the 16th CPC National Congress and a principal line running through the report. The basic experiences summarized by the report and gained by the Party in leading the people in building socialism with Chinese characteristics can be summed up as this: our Party must persist in implementing "three represents". This is the necessary requirement for upholding and developing socialism and the inevitable conclusion of our Party's painstaking exploration and great practice. Implementation of the important thought of "three represents" requires that we enable the whole Party to always remain in a mental state of keeping pace with the times and constantly open up new realms for the development of Marxist theory; that we regard development as the first important task of exercising power for rejuvenation of the nation, incessantly open up new phases in the drive for modernization; most widely and fully mobilize all positive factors and constantly add fresh strength to the endeavor for the great rejuvenation of the Chinese nation and that we use the spirit of reform to propel Party building and constantly infuse fresh vigor into the organism of the Party. In short, we must regard the "three represents" important thought as the guiding ideology which our Party must adhere to for a long period of time to come, write it down on the banner of our Party, carry it out in all fields of the drive for socialist modernization, embody it in various aspects of Party building and turn it into a formidable force for comrades of the whole Party and people of the whole country in making explorations and progress.

We must firmly grasp the period of the important strategic opportunity-the first 20 years of the new century, concentrate our strengths to build a well-off society in an all-round way and accelerate the pace of socialist modernization. Through the common efforts of the whole Party and people of the whole country, we have successfully achieved the first- and second-step objectives in the "three-step" strategy for the modernization drive and have reached a well-off level in people's living standards as a whole. This is a great victory for the socialist system and represents a new milestone in the history of the development of the Chinese nation. The Party's 16th National Congress clearly set the objective of struggle for the building of a well-off society in an all-round way. This is a goal for all-round development of socialist economy, politics and culture with Chinese characteristics, it is a goal in unity with the effort to accelerate the advance of the socialist modernization drive, it conforms with China's national conditions and the reality of the modernization drive and complies with the wishes of the people of all ethnic groups. The objective of struggle set forth for building a well-off society in an all-round way has greatly inspired national spirit and immensely stimulated the enthusiasm of the masses of people. We should press ahead with economic, political and cultural construction and structural reform closely around the objective of building a well-off society in an all-round way. There should be new ideas for development, new breakthroughs in reform, new phase in opening up and new measures for various fields of work.

We must not in the least slacken our efforts to strengthen and improve Party building, instead, we should push forward the new great project of Party building in an all-round way. In the 21st century which is full of risks and challenges, we should undertake the three major historical tasks of carrying on the modernization drive, accomplishing reunification of the motherland, safeguarding world peace and promoting common development, to this end we must comprehensively strengthen and improve Party building. We should conduct in-depth study and thorough implementation of the important thought of "three represents", raise the Marxist theoretical level of the whole Party; strengthen building up the Party's governing ability, raise the level of the Party's leadership and governance; we should uphold and perfect the system of democratic centralism, enhance the Party's vigor and solidarity and unity; we should build a contingent of high-caliber leading cadres to form a vigorous, enthusiastic and promising leading level; we should earnestly do a good job in the work of grass-roots Party building, solidify the Party's class base and expand the Party's mass foundation; we should strengthen and improve construction of the Party's style of work, and launch in-depth anti-corruption struggle. Through persevering efforts, we will guarantee that our Party is always the vanguard of the Chinese working class as well as the vanguard of the Chinese people and the Chinese nation, is always the core of leadership over the cause of socialism with Chinese characteristics, always represents the requirement for the development of China's advanced productive forces, the orientation for the progress of China's advanced culture and the fundamental interests of the broadest section of the Chinese people.

As we review the course of struggle traversed and brilliant achievements gained by our Party and people since the initiation of the reform and opening up policy, particularly since the Fourth Plenary Session of the 13th CPC Central Committee, we are proud of and take pride in them; as we look forward to the magnificent prospect for building a well-off society in an all-round way and speeding up the process of socialist modernization in the new century and new stage of development, we are filled with confidence in and strength of sure victory. The 16th CPC National Congress has indicated the orientation for our victorious advance and started the journey for the new great march. Let's rally closely around the Party Central Committee, persist in implementing the Party's basic theory, basic line, basic program and basic experience, redouble our efforts to consider the whole situation, treasure unity and safeguard stability, advance in the direction indicated by the 16th CPC National Congress, unite as one man, strive to become strong, constantly press ahead with the cause of socialism with Chinese characteristics and join efforts to create our happy life and a better future.
