Hong Kong Special Administrative Region Government welcomed any views on proposals to implement Article 23 of the Basic Law, a government spokesman said Sunday.

According to the spokesman, since the proposals were announced on September 24, officials of the Security Bureau and the Department of Justice have met with various organizations and attended more than 60 meetings and forums to listen to the views of the community. The government is reviewing the proposals in the light of opinions expressed.

"A series of pamphlets, in both Chinese and English, are being prepared to explain our legislative proposals in a more concise fashion, and to further facilitate public discussions," the spokesman said.

"It must be emphasized that all our proposals to implement Article 23 comply with the protection of human rights as stipulated in the Basic Law," he noted.
