Chinese, Russian Leaders Meet on Bilateral Ties, Counter-terrorism

Chinese President Jiang Zemin met Sunday with Russian Prime Minister Mikhail Mikhailovich Kasyanov to discuss bilateral relations and counter-terrorism in the wake of the hostage-taking by a group of Chechen separatists in Russia.
Jiang and Kasyanov met on the sidelines of the 10th annual Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC) forum, which ended at this seaside resort in northern Mexico with the adoption of an Economic Leaders' Declaration on economic growth and two Counter-Terrorism Statements.
During the meeting, the Chinese president once again condemned the recent hostage-taking in Moscow by Chechen separatists in which more than 100 people were killed, voicing firm support for the action of the Russian government to crack down on separatism in Chechnya. Jiang also expressed appreciation over the Russian government's settlement of the hostage-taking crisis.
Jiang spoke highly of the development of Sino-Russian relations. With concerted efforts by both sides, the Sino-Russian treaty on good-neighborliness and friendship is being implemented while the political, economic and social basis for Sino-Russian relations is becoming more solid, he said.
The Russian prime minister said that the relations of good-neighborliness and friendship between Russia and China have developed smoothly to a new level.
By strengthening the exchange of personnel and cooperation in culture, education and other areas, Russia will endeavor to expand cooperation with China, Kasyanov said.
On Iraq and other issues of common concern, the two sides agreed that China and Russia have identical or similar positions on many major international issues.
Under the theme of "Expanding the Benefits of Cooperation for Growth and Economic Development -- Implementing the Vision," the two-day 2002 APEC Economic Leaders Meeting was held here to focus on counter-terrorism, growth policies for the new economy; ways to benefit from development, particularly for small, medium and micro enterprises; and ways to promote greater participation in APEC by women and young people.
But in the wake of the deadly bombing on the Indonesian island of Bali, a series of terrorist attacks in the Philippines and hostage-taking by Chechen separatists in Moscow, global security issues dominated the meeting.
