Non-CPC Members Hold Important Political Posts

Many people who are not members of the Communist Party of China (CPC) currently hold important political positions in the country.

Many people who are not members of the Communist Party of China (CPC) currently hold important political positions in the country.

Official statistics show 13 non-CPC members serve as vice-ministers in ministries and commissions of the State Council, China's highest governing body. The posts of vice-president of the Supreme People's Court and deputy procurator-general of China's Supreme People's Procuratorate are both held by non-CPC members.

The list goes much further than that, proving the CPC values its cooperation with democratic parties and the role of people without any party affiliations.

A total of 27 non-CPC members serve as provincial vice-governors, vice-chairpersons of autonomous regions, deputy mayors of municipalities directly under the Central Government and assistants to chief officials in these areas.

A total of 13 non-CPC members serve as deputy mayors in key municipalities between provincial and prefecture level, 203 as leading officials in provincial government departments, 280 as leading officials in prefectures and prefecture-level municipalities and 6,419 as leading officials at county level.

The cooperation is not limited to promoting capable non-CPC personnel to important positions, but is also practiced across the board.

When making vital policies and personnel arrangements, the CPC Central Committee and the State Council uniformly consult with China's eight democratic parties and individuals without party affiliations. More than 150 such consultations have been held in the last 13 years, resulting in sounder decisions and policies thanks to suggestions set forth by non-CPC members.

At present, more than 120,000 non-CPC members are elected as people's delegates to the People's Congress at various levels and over 240,000 as members of the Chinese People's Political Consultative Conference (CPPCC) at all levels. Nine vice-chairpersons of the Standing Committee of the National People's Congress (NPC) and 16 vice-chairpersons of the CPPCC National Committee are non-CPC members.

Statistics suggest that central committees of democratic parties and the All-China Federation of Industry and Commerce have submitted more than 600 proposals to the CPPCC over the last 13 years.

Democratic parties, such as the China Zhi Gong Party, are also given prominent roles in international exchanges. Since 1992, there has always been one democratic party leader in the Chinese team at welcoming ceremonies for visiting foreign heads of state. Leaders of democratic parties serving as vice-chairpersons of the NPC Standing Committee and the CPPCC National Committee have made trips to more than 50 countries.

Non-CPC members have also been invited to play supervisory roles. Nearly 5,000 non-Party personages currently work at a range of supervisory positions across the country.
