As China keeps increasing its social welfare investment, the country spent 1.14 billion yuan (137 million US dollars) in September to guarantee a minimum standard of living for its urban citizens.
Ministry of Civil Affairs sources said along with central government funding, local authorities were sharing the load and had raised their budgets to ensure a basic livelihood for urban Chinese.
In 2000, the total investment was 2.96 billion yuan (357 billion US dollars), more than one quarter of which came from the central government.
This year the figure has soared by 94 percent to 10.53 billion yuan (1.27 billion), with the central government continuing to fund approximately one quarter.
Official statistics show that 12 provinces, autonomous regions and municipalities have doubled their investment in this field.
In the municipalities of Beijing, Shanghai, Chongqing, and Guangdong and Zhejiang Provinces, government budgets cover everyone included in the social welfare network.
