Proactive Employment Policy Soon to Make Debut
Sources from the Ministry of Labor and Social Security say the Chinese government will soon carry out a proactive employment policy. In accordance with the current employment situation and features, the policy focuses on the re-employment task for the laid-off. And its basic contents can be summarized as 5 major props, 6 fields and 10 policies.

And its basic contents can be summarized as 5 major props, 6 fields and 10 policies.
Five major props refer to 5 basic aspects of the policy. First, the macro-economic policy aims at enhancing the effect to spur economic improvement for employment. By maintaining a higher economic growth rate and adjusting structures of industry, ownership and enterprises, the policy intends to expand employment capacity and create new job opportunities.
The second prop, the supportive policy lays its emphasis on promoting the re-employment for the laid-off by resorting to preferential policies.
And thirdly, guided by the goal of matching labor force with the market demand, the labor market policy to help labors acquire market information and improve employment capability by way of strengthening job service and training.
Fourthly, the policy of macro management and control is directed towards reducing the unemployment. By means of standardizing reduction of employees and establishing the early warning system of unemployment, the policy means to alleviate social pressure of unemployment.
And lastly, under the guidance of guaranteeing the laid-off's basic living conditions and boosting the re-employment, the social security policy is designed to alleviate worries of the unemployed so as to make sure the rational movement of workforce.
Six fields are the development of the employment's 6 directions, including enterprises of non-public ownership, the tertiary industry, small and medium-sized enterprises, labor-intensive enterprises, and to encourage flexible employment as well as workforce exporting.
Ten policies are to embody the above 5 major props and 6 fields, which consist of tax exemption, small loans, social subsidy, employment aid, financial input, social security, reduction of enterprise staff, community platforms and so on.
