Participants in a quadrilateral conference on Kaliningrad (Russia's enclave in the Baltic), which was held in Brussels on Tuesday, have one more time demonstrated difference of views on the problem of Kaliningrad.

The conference was attended by the speakers of both the Russian parliamentary chambers--the Federation Council and the State Duma, presidents of the seims of Lithuania and Poland, as well as Dmitri Rogozin, special envoy of the Russian president on Kaliningrad problem.

At the summary press conference, conferees actually recognised that the only result of today's negotiations was the decision to set up a working group to tackle "technicalities" of the problem of Kaliningrad. This commission may be made up of 6 representatives of the Russian Federation Council, 4 representatives of the European Parliament, as well as one representative of the Polish and Lithuanian seims each.

Conferees believe that the commission can handle "technicalities" in the passage of non-stop high-speed trains across Lithuania.

Except these, no actual progress in deciding the Kaliningrad problem has been made. Chairman of the Lithuanian seim Arturas Palauskas once again reaffirmed Lithuania's tough stance on the possibility of the visa-free passage to the Kaliningrad region and back.
