Nabil Abu Rudeineh told reporters in reaction to the Israeli decision to relax the siege that it is an attempt to escape from implementing UN Security Council resolution 1435.
The comments came while Israeli tanks were being witnessed to move out of Arafat's devastated headquarters known as al Muqataa.
The tanks, however, will remain in short distance from the compound to nab wanted Palestinians being holed up inside Arafat's office building, the only one spared of days of Israeli demolition.
The latest UN resolution calls for both the lifting of the siegeon Arafat and a pullout of Israeli troops from the reoccupied Palestinian territories.
"What's needed is to implement all the UN Security Council resolutions and not only to pull back a few yards," said Abu Rudeineh, adding, "We believe that this is an Israeli deception andit is misleading the world."
He said the UN Security Council needs to work and act until it guarantees that Israel would fully implement its resolution and stop its policy of deception and misleading.
On Sept. 19, Israel reimposed the siege on the Arafat's headquarters following back-to-back suicide bombing attacks in Israel, killing seven people and wounding dozens of others.
Israel charged Arafat has done nothing to stop terror attacks and vowed to keep the confinement until some 20 wanted men out of the 250 or so Palestinians being surrounded give themselves up.
Under the international pressure, especially from the United States, the Israeli government decided earlier Sunday to move all tanks from inside al Muqataa and keep them outside the compound to guarantee that none of the people on Israel's wanted list would escape from Arafat's office.
