After the service, they were joined by White House personnel onthe White House lawn for a minute of silence at 8:46 am (1246 GMT),the moment the first aircraft smashed into New York's World Trade Center.

The president then went to the Pentagon for observance of the anniversary of the attack there before heading to the Pennsylvaniafield where Flight 93 crashed during last year's terrorist attacks.

After the Pennsylvania ceremony, Bush will head for New York tolay a wreath at the Ground Zero site of the World Trade Center attacks.

On Wednesday night, Bush will address Americans again shaken bynew terror alerts issued by his own administration.

Security concerns ran high as the country commemorated the terrorist attacks that killed more than 3,000 people in New York City, Washington and Pennsylvania.

The United States on Tuesday raised its terror alert level fromcode yellow to orange, the second-highest level, signaling a high risk of attack.

Bush will deliver a speech at the United Nations General Assembly on Thursday to muster the support from the international community for possible military action against Iraq.
