Creating a Good Atmosphere for the Party's 16th National Congress: Commentary

In his important speech made while meeting with all the attendees at the National Conference of Heads of Publicity Departments and National Organization Work Forum, Comrade Jiang Zemin emphatically pointed out that creating a good atmosphere for the Party's 16th National Congress is of great significance and is an event of primary importance in the current publicity and ideological work.

This represents an ardent expectation of the publicity and ideological front and a new and higher demand set on publicity and ideological work, at the same time, it is of important guiding significance for those working in various trades, professions and fronts to create remarkable achievements to greet the convocation of the Party's 16th National Congress.

The Party's 16th Congress is the first National Congress to be held by our Party in the new century, which arouses the concern of the whole country and attracts the attention of the world. Creating a good atmosphere for the Party's 16th National Congress is closely related to and plays an important role in successfully holding the 16th National Congress. Forming a good atmosphere characterized by unity and brave advance, making progress in high spirit and engaging in exploration and innovation helps make the Party's 16th National Congress a meeting of unity and victory and is conducive to further unifying thinking, pooling strengths, inspiring enthusiasm and fortifying confidence, and to making constant exploration and advancement in the course of reform and construction.

Vigorous and effective publicity and ideological work is an important characteristic of our Party's work and the important political superiority of our Party. Publicity and ideological fronts shoulder major responsibilities in creating a good atmosphere for the Party's 16th National Congress. Publicity and ideological work is currently an event of primary importance, we must therefore get a profound understanding of and pay high attention to it, and place it in a position of paramount importance. We must act upon the unified plan of the Central Committee and the concrete arrangements of the National Conference of Heads of Publicity Departments, and we must live up to the great trust of the Party and people with great care, great sense of responsibility and utter devotion.

Since the beginning of this year, people on the publicity and ideological fronts have, centered on studying and implementing the "three represents" and greeting the Party's 16th National Congress, done a great deal of work..The situation in publicity and ideological fields is active as a whole and the opinion atmosphere is sound and inspiring.

On this basis, we should, centering closely on greeting the Party's 16th National Congress, start an upsurge of studying, publicizing and implementing the important ideology of the "three represents", persist in closely integrating theory and practice and make expansion in depth and breadth; we should set off an upsurge in publicizing the brilliant achievements scored in reform, opening up and Party building, display the new scene and new experiences and give people inspiration and strength. We should use the important ideology of the "three represents" to guide publicity on achievements and enrich the ideological connotations of publicity on achievements; further deepen our understanding of the important ideology of the "three represents" with publicity on achievements, and give expression to the vivid practice of the important thinking of the "three represents". We should loudly sing the theme of "the Communist Party is good", "socialism is good" and the "reform and opening-up program is good", we should illustrate with vivid and ample facts that the Communist Party of China is a great, glorious and correct party, and is a Marxist political party which always represents the requirement to develop advanced productive forces, an orientation toward advanced culture and the fundamental interests of the overwhelming majority of the Chinese people. We should energetically publicize the elegance of the times as expressed by the vast number of cadres and masses in their emancipation of the mind, seeking truth from facts, progressing with time and engaging in exploration and innovation., we should vigorously publicize the bright prospect for China's economic and social development, give full expressions to the actual actions taken by the whole Party and people of all ethnic groups of China to greet the Party's 16th National Congress with excellent achievements.

The most important thing in creating a good atmosphere for the Party's 16th National Congress is to do solid work and score excellent achievements. This requires the common efforts of Party organizations at all levels and the Party members in general. Various trades and professions, various fronts and various fields of work nationwide should be carried out closely around the need to greet the Party's 16th National Congress with excellent achievements, and the results should be checked and accepted in compliance with this requirement. We should hold high the great banner of Deng Xiaoping Theory, comprehensively implement the important thinking of the "three represents", strive to do the work of reform, development and stability well and work hard to fulfill the various tasks involved in the economic and social development as set down by the Party and State.

At present, the situation in our country is excellent, and various items of work are proceeding smoothly. The good news about the upcoming convocation of the Party's 16th National Congress is spreading across the vast land of China, Party members, cadres and masses are elated and inspired. Greeting the Party's 16th National Congress with excellent achievements and creating a good atmosphere for the Party's 16th National Congress have been and will further be turned into the conscious actions of all Party members and people of all ethnic groups of the country. We are greeting the successful convocation of the Party's 16th National Congress with great ardor, deep sentiment, in a mental state of immense enthusiasm, and with the abundant achievements gained in reform and construction.
