All issues on sustainable development have been resolved at the World Summit on Sustainable Development, making it possible for the world leaders to reach consensus, sources told Xinhua on Tuesday.
The sources said the ministers Monday night reached agreement on renewable energy sources, the last issue blocking the summit.
According to the sources, the last text of the implementation plan calls on all countries to substantially increase the global share of renewable energy sources with the objective of increasing its contribution to total energy supply.
The last text excludes nuclear power from the definition of cleaner or renewable energy. However, it sets no percentage target nor any target date.
When asked a question posed by Xinhua, spokeswoman of the summit Susan Markham Monday expressed confidence that the rest of the issues will be resolved later. "I think so, they are just small matters," she said.
The agreed issues include the paragraphs related to the World Solidarity Fund for Poverty, the finance and trade, water and sanitation, climate change and biodiversity.
The high level segment of the WSSD kicked off earlier Monday and was expected to work out a implementation plan and political declaration before it concludes on Wednesday.
United Nations Secretary-General Kofi Annan has set the WSSD focus on water, health, agriculture, energy and biodiversity.
