China in the Period of Fourth Crime Peak

China is now under the fourth crime peak time, robbery and hijacking are becoming major two crimes endangering social stability, said Prof. Wang Dafei of Chinese People's Public Security University.

China is now under the fourth crime peak time, robbery and hijacking are becoming major two crimes endangering social stability, said Prof. Wang Dafei of Chinese People's Public Security University.

According to police bureaus in Fujian and Guangdong, since 2000, robbery and hijacking are on a big rise, accounting for nearly 40 percent of the total criminal activities with some regions even to take up 60 percent.

Since the new China was founded, there have witnessed four crime peaks. The previous three occurred before 1978 in the planned economy period, during which, China's crime occurrence rate was kept around 0.005 percent, which was regarded a miracle by western criminologist.

After the reform, China is in the course of transformation. Some factors for maintaining social stability have lost functioning, resulting in the rise of crimes.

According to analysis, criminal activities find potential in the increase of mobile population and ever-increasing drug addicts.

As market order is being normalized, opportunity for farmers seeking wealth in cities becomes less and less. Many people could not find suitable ways for getting rich, so they choose robbery or hijacking.

Statistics show that in urban crimes, non-local population accounts for over 60 percent.

The Public Security Ministry on July 17 held a tele-conference, deciding to launch a campaign to crush down criminal activities in August and September.

Professor Wang said that the campaign will give criminals a great shock, but we must resort to various means and ways so that the campaign can achieve good result.

In order to control the robbery and hijacking crimes, we must build up a concept of "prevention as priority, combination of cracking together with prevention" in the whole society.

Western study shows that when crimes especially those two kinds are encroaching upon some individuals, 90 percent of the cases are that the cops are not in the scene. So professor Wang suggests that one of the efficient ways is to curb the occurrence of crimes so that people can feel safe.

In Britain, police department often provides citizens with printings free of charge for those printings can direct them how to prevent robbery and other crimes.

In Japan, people can also buy "preventive alarm" in streets, which can be attached to mobile phone or bags. It looks like a beautiful ornament, but when coming across an encroachment, it will give alarm.

What's more interesting is that most of these "security tutelary god" are made in China.
