Chinese, Russian PMs Hold Seventh Regular Meeting

Chinese Premier Zhu Rongji and visiting Russian Prime Minister Mikhail Mikhailovich Kasyanov held the Seventh Regular Meeting between the two countries' prime ministers Thursday morning in Shanghai.

Chinese, Russian PMS Hold Talks
Chinese Premier Zhu Rongji and visiting Russian Prime Minister Mikhail Mikhailovich Kasyanov held the seventh regular meeting between the two countries' prime ministers in Shanghai on Thursday, and reached consensus on many issues.

The two sides, highlighting their partnership of strategic cooperation, exchanged views on implementing the Sino-Russian Good-Neighborly Treaty of Friendship and Cooperation. They also discussed all-round cooperation in politics, economics, trade, science, technology and culture.

Over the year since the treaty was signed by the presidents of the two countries, bilateral ties had enjoyed another productive period, with closer high-level exchanges and deeper political mutual trust, Zhu said.

The two countries, consistently expanding their pragmatic cooperation, had made remarkable achievements in consultations and coordination over international affairs, he said, expressing China's willingness to abide by the treaty and boost the China-Russia partnership.

Kasyanov said with the fine implementation of the treaty, the two countries had witnessed a continuing development in the Russia-China partnership. The favorable political environment had provided good conditions for further economic cooperation, he said.

The friendship between the two countries not only served the interests of their peoples, but played a positive role in world peace and development, he said.

Russia wished to make joint efforts with China to boost the all-round cooperation, in a bid to upgrade the level of the strategic cooperative partnership, he said.

The two sides expressed their satisfaction over bilateral economic and trade ties, as well as the regular meeting mechanism. With bilateral trade relations now on a fast track, the two countries were boosting their political and economic exchanges in a balanced way, Zhu said.

Zhu reviewed the great progress made after the sixth regular meeting in 2001, underlining such cooperative projects as laying oil pipelines and establishing a China trade center in Moscow.

No formidable obstacles lay in the way of China-Russia trade development, said Zhu, reviewing the three productive meetings between Chinese State Councilor Wu Yi and Russian Deputy Prime Minister Viktor Borisovich Khristenko within four months.

The two sides held pragmatic and constructive talks on energy, nuclear power, space development and telecommunications.

The fast and stable growth of the two economies paved the way for the expansion of bilateral economic and trade cooperation, Zhusaid, expressing confidence that the two sides would tap their cooperative potential.

Kasyanov said by revitalizing static bilateral trade, the two countries had accelerated their economic cooperation in recent years and achieved record trade.

With satisfactory cooperation in energy, aviation, space and high-technology, Russia greatly valued cooperation with China, was keen to share in the development of China's west, and strengthen cooperation in machinery and telecommunications, he said.

The two leaders agreed that much had been achieved in the fields of education, culture, health and sports, praising the recent meeting between Chinese Vice Premier Li Lanqing and Russian Deputy Prime Minister Valentina Matviyenko that promoted bilateral cultural ties.

The two sides also exchanged views on international and regional issues including counter-terrorism. They agreed that China and Russia worked well together in boosting world diversification, maintaining global strategic stability and on issues of human rights and anti-terrorism.

Zhu expressed condolences over the crash of a Russian military transport helicopter.

The two leaders signed a joint communique on the seventh regular meeting, and attended the signing ceremonies for a meeting summary and two agreements concerning bilateral banking cooperation.

Before the meeting, the two leaders held talks and reached consensus on important issues concerning economic and trade cooperation.

Backgrounder: Sino-Russian annual summits of government leaders
The two neighboring countries announced the establishment of the annual summit mechanism in April 1996 when former Russian President Boris Yeltsin visited China.

The following is a chronology of Sino-Russian annual summits ofheads of government:

Dec. 26-28, 1996 -- Premier Li paid a working visit to Russia. He and Prime Minister Viktor Chernomyrdin agreed to set up a committee in charge of the annual summit of heads of the two governments. They signed a principled agreement on a nuclear project framework contact, and an accord on cooperation between central banks of the two countries.

June 26-28, 1997 -- Premier Li and Prime Minister Viktor Chernomyrdin met in China and signed a formal agreement on establishing the annual practice of governmental summits. During their meeting, the two governments signed the 1997-2000 bilateral trade accord, the 1997 protocol on economic and trade cooperation,and accords on cooperation in fields of culture, railway transportation and oil and natural gas.

Feb. 17-18, 1998 -- Chinese Premier Li Peng met with Russian Prime Minister Viktor Chernomyrdin in Russia. During the summit, the third of its kind, the two countries signed agreements on cooperation in building high-speed vessels, and on settlement of inter-governmental debts, and the 1998 protocol on economic and trade cooperation.

Feb. 24-27, 1999 -- Premier Zhu visited Russia. He and then Russian Prime Minister Yevgeny Primakov signed, after talks, 11 accords on bilateral cooperation in fields ranging from economy, trade and technology to energy and communications, as well as on cooperation between localities.

Nov. 3-4, 2000 -- Prime Minister Kasyanov visited China. He andPremier Zhu met for the fifth Sino-Russian annual summit of heads of government.

Sept. 8, 2001 -- Premier Zhu and Prime Minister Kasyanov met inSt. Petersburg, Russia. They signed a joint communique, stressing that bilateral strategic partnership, based on equal footing and mutual trust, entered a new stage with the signing on July 16 of the Sino-Russian Good-Neighborly Treaty of Friendship and Cooperation, by Chinese President Jiang Zemin and Russian President Vladimir Putin.
