Hamas May Halt Attacks on Civilians Inside Israel: Report
The Palestinian Islamic Resistance Movement, or Hamas, might sign with other Palestinian groups a draft political document which could declare halting attacks on civilians within Israel, the Israeli Ha'aretz Daily reported on Monday.

Ismail Hania, a Hamas leader in the Gaza Strip, reportedly said that the document will declare that the Palestinian struggle will from now on be concentrated within the Palestinian areas Israel captured in the 1967 War, namely the West Bank and Gaza Strip.
The document includes a clause on endorsing the establishment ofan independent Palestinian state within the 1967 pre-war borders, an apparent departure for Hamas, which does not recognize Israel and is explicitly dedicated to an Islamic Palestinian State encompassing the borders of present-day Israel as well as the Palestinian territories.
But Hania indicated that Hamas would reserve the right to continue to argue for a Palestinian state on all the territory between the Mediterranean and the Jordan River, the report said.
Hania said that while Hamas has been involved in discussions on the document, the militant group has yet to give final approval of it to Palestinian National Authority Chairman Yasser Arafat.
Hania added that the document would also call on Arafat to establish a unity government to include Palestinian opposition groups.
Reports here said that representatives from the 13 Palestinian groups, including Hamas, Islamic Jihad (Holy War) and Arafat's Fatah Movement, have been meeting since Wednesday to discuss the document.
