Chinese Spokesman Rebuts 'China Threat' Theory

A Chinese spokesman said Monday in Washington that two recent reports to the U.S. Congress blowing up the"China threat" theory were groundless and harmful to the Sino-US relations.

A Chinese spokesman said Monday in Washington that two recent reports to the U.S. Congress blowing up the"China threat" theory were groundless and harmful to the Sino-US relations.

Chinese Embassy spokesman Xie Feng said the two reports issued in the last 10 days, one by the Pentagon and the other by the Sino-US Security Review Commission, "are not true to facts."

Xie pointed out that China's defense budget is the lowest among all the major countries in the world. "It's about one-nineteenth of the United States and half of Japan. So I don't think militarily China poses any threat to any country," he said at a news conference.

"China is a developing country with a relatively low GDP per capita..Our basic national policy right now is to continue concentrating on economic construction so as to further raise the living standard of our people," he said.

"Besides, China has a history of peace-loving. If you have studied Chinese culture, you will find that the essence of Chinese philosophy lies in peace and harmony," he said, noting that the map of China today is very similar to that in the Han dynasty, which was 2,000 years ago.

Concerning the Pentagon report which estimated that China's annual military spending is as high as 65 billion dollars, Xie said: "I have noticed that here in the United States, a group of Americans have been complaining loudly about the lack of transparency of Chinese military spending. So I just wonder through what ways -- how do they come up with this 65 billion U.S.dollars?"

The so-call "China threat" theory is really not something new, Xie noted. Whenever Sino-U.S. relations reaped some progress, thensome people who cling to the Cold War mentality would come back and blow up this theory, he said.

"The threat to Sino-U.S. relations and the threat to world peace doesn't lie in China, but rather in these people who have fabricated this China threat," he said.

Falun Gong poses threat to civilized society
The spokesman said that more and more people have realized that the Falun Gongcult poses a serious threat not only to the Chinese people but also to the civilized society all over the world.

Xie said that the Falun Gong cult has never stopped breaking law and committing crimes. The number of deaths caused by the practice of Falun Gong in China has exceeded 1,700, and the number of people who have been diagnosed of having mental problems exceed 600, he said.

Deceived and misled by Li Hongzhi's heretical fallacies, such as the doomsday of the world and the explosion of the earth, FalunGong practitioners, when falling ill, refused to go to hospital orto take medication, Xie said.

As a result, while some of the practitioners died tragically because of delayed treatment, others suffered from mental disorders. Some committed suicide or even became brutal killers oftheir relatives, he said.

In June, the Falun Gong cult outside China stole the frequencies and technical parameters used by Chinese radio and television programs and used the same frequency to interrupt thoseprograms. "This illegal act is like having other's peoples keys made to break into their houses," Xie said.

"By openly and deliberately attacking the Sinosat in contempt of international laws and the regulations, the Falun Gong cult wasunscrupulously breaking the order of wireless communications and launching a challenge against civilization," he said.

"The international community should unite in condemning and punishing this cult," Xie said.
