Shanghai Weishuang Software Ltd. Co., co-sponsored by Microsoft and Shanghai Lianhe Investment Ltd. Co., announced starting operation on July 11, which, same as the "Great Wall Scheme" on June 26 proposed by CEO of Microsoft, also reflects Microsoft's strategy change in China.

Microsoft has invested US$ 2 million on the new company and holds its 50 percent shares. The company is the second Microsoft-invested following the Zhongguancun Software Ltd. Co. co-established by Microsoft and other two Chinese companies last year.

China has participated in the third phase of software development since it lost opportunities to take part in the initial and developing phases in the 1980's and 1990's.

The third phase is vital for the development of Chinese software. China is happy beyond doubt to greet the coming of a golden era if it can seize this opportunity, and even to catch up with the Western countries and India with the quickest pace, otherwise China will probably always lag behind others in the world market.

Microsoft injects 6.2 billion yuan into China when the Chinese government urges to push its software development. It signed memorandum with the State Planning Commission, according to which it will conduct an overall cooperation on export, investment, technology research and development with Chinese enterprises, scientific research institutions, universities and software production bases. The cooperation scheme, involving 6.2 billion yuan, is the largest-ever one in China's software sector.

Sources reveal Microsoft's assistance will cover four areas: First, offering suggestions for the government; second, introducing Microsoft's technologies; third, training talents; fourth, establishing shared companies.
