Registration of Electoral Conference Members for HK's NPC Deputies Starts
Registration of the members of the Electoral Conference responsible for choosing Hong Kong deputies to the Tenth National People's Congress (NPC) started Wednesday in Hong Kong.
Registration of the members of the Electoral Conference responsible for choosing Hong Kong deputies to the Tenth National People's Congress (NPC) started Wednesday in Hong Kong.
The Tenth NPC will have its first session in spring next year.
At about 8:15 in the morning, there was a long queue waiting atthe entrance of the registration office. The registration started at 9:00 in the morning.
After handing in his registration form, Tsang Hin-chi, a memberof the Ninth NPC Standing Committee and chairman of Goldlion Holdings Limited, told reporters that the election of Hong Kong deputies to the NPC needs people's support and his submission of the registration form is to show his support to the NPC elections and fulfill his duties.
He said Hong Kong is a Special Administrative Region (SAR) under the principle of "one country, two systems," "Hong Kong people governing Hong Kong" and a high degree of autonomy, and theelected Hong Kong SAR deputies to the NPC have no right to supervise the SAR government.
"Hong Kong's NPC deputies must abide by China's constitution and laws and their main task is to listen to and submit the opinions and suggestions of the people of all walks of life in Hong Kong to the NPC," he said.
Tam Yiu-chung, a Legislative Councilor of the Hong Kong SAR, said it is significant for Hong Kong people to express their opinions and participate in the state affairs through the NPC.
"That's is why I'm active to take part in the registration of the Electoral Conference members this time," he said.
Lee Tung-hai, a member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and chairman of Tung Tai Group, said the Electoral Conference of the Hong Kong SAR Deputies to the Tenth NPC has a larger number of members than before, covering people from broader circles and becoming more representative.
Henry Tang Ying-yen, secretary for commerce, industry and technology of the Hong Kong SAR, said the National People's Congress is a very important channel to collect people's will and that the Hong Kong SAR deputies to the NPC will be responsible fortheir electors.
They would fully reflect the opinions of the Hong Kong people and perform the task of the NPC as the supreme legislature of the country, Tang said.
According to the Method of Choosing the Hong Kong SAR Deputies to the Tenth NPC adopted at the fifth session of the Ninth NPC, the Electoral Conference of the Hong Kong SAR Deputies to the Tenth NPC should be formed by the members of the Electoral Conference of the Hong Kong SAR Deputies to the Ninth NPC, membersof the Ninth CPPCC National Committee, and the Chinese citizens ofthe Election Committee of the Second Chief Executive of the Hong Kong SAR.
The members of the Electoral Conference, however, do not include those who do not want to take part in the election.
The chief executive of the Hong Kong SAR is a member of the Electoral Committee. Members must participate in the Electoral Conference and fulfill their duties in the capacity of their own.
The Electoral Conference will be responsible for choosing 36 Hong Kong SAR deputies to the Tenth NPC.
