Serious accidents continued to occur because of outdated equipment, poor safety enforcement, and a "risk-taking approach to production safety" by some of those in charge, Wang Dexue, a deputy director of the State Administration of Work Safety Supervision, was quoted as saying.
Most mining deaths are caused by explosions of gas pockets and floods caused by the breaching of underground rivers.
In the latest accident, 115 miners died last week in an explosion in the Chengzihe coal mine in the northeastern province of Heilongjiang.
