New System Brings HKSAR to a New Era: Says Tung Chee Hwa

With the establishment of the new team and implementation of the principal officials accountability system, the governance of the Hong Kong Special Administrative Region (HKSAR) will enter a new era, HKSAR Chief Executive Tung Chee Hwa said Monday.

With the establishment of the new team and implementation of the principal officials accountability system, the governance of the Hong Kong Special Administrative Region (HKSAR) will enter a new era, HKSAR Chief Executive Tung Chee Hwa said Monday.

Tung made the remarks in a letter to all members of the civil service after the central government announced the appointments ofprincipal officials for the second term of the HKSAR government earlier Monday morning.

Tung said, "I and all colleagues of the new team will apply ourselves fully to fostering an open, enlightened and progressive government that is dedicated to serving the interest of the peopleof Hong Kong."

"Hong Kong is facing unprecedented challenges in respect of social, economic, employment and livelihood issues," he said, adding that these difficulties provide an excellent opportunity totest the new team's abilities.

Tung praised that the civil service has made an immense contribution to Hong Kong's smooth transition in the last five years.

"Having worked with you these years, I firmly believe that the Hong Kong civil service is of high quality, uncorrupted, efficient,politically neutral and dedicated to serving the community," he said.

The chief executive noted, "In pursuing any reforms, I will notallow the integrity and stability of the civil service to be compromised. On the contrary, I intend to strengthen these core values in the process of reforms."
