China Urges ROK to Cooperate on Trespassers Issue

China urged the Republic of Korea to respect the truth and cooperate with China in reaching a proper solution to the trespassers issue.

China urged the Republic of Korea to respect the truth and cooperate with China in reaching a proper solution to the trespassers issue.

Chinese Foreign Ministry spokesman Liu Jianchao made the remarks Friday (June 14) during a special briefing on an incident in which two men from the Democratic People Republic of Korea tried to force their way into the consulate section of ROK embassy in Beijing.

Liu said, two unidentified persons tried to enter the consulate section of the ROK embassy at 10:35 am on June 13.

The security guards hired by the ROK side held the two men back at the door of the consulate section when they found they carried only the covers of ROK passports, he said.

The two men then tried to force their way into the section. When confronting the two trespassers, the security guards hired by the ROK side asked for help from the security guards of the building that houses the consulate section.

In spite of this, one man succeeded in getting into the consular office. The other was brought to the security guard post outside the gate of the building.

Liu said that the building's security guards called the police,and Chinese policemen soon arrived. When they tried to take the man at the guard post away for interrogation, several ROK diplomats forcibly attempted to stop them.

The head of Chinese policemen at the scene talked with the ROK Consul General, asking the ROK side not to stop the Chinese policemen from performing their duty.

At 3:00 pm, Luo Tianguang, director of the Department of Consular Affairs of China's Ministry of Foreign Affairs urgently requested a meeting with Kim En-Soo, minister of the ROK embassy to China.

Luo expressed his resentment with the serious incident in whichROK diplomats obstructed Chinese police from carrying out their duty in a public area of China, demanding that ROK staff withdraw at once.

The spokesman said that the ROK diplomats obstructed the Chinese police outside the door of ROK consulate section for more than five hours.

During that time, the police showed great patience. After exhortations and warnings failed, they had to take measures to remove the man at 4:00 pm, June 13.

Liu noted that since a group of persons of unknown identity intruded into the consulate section of ROK embassy on May 23, the ROK side has told the Chinese side that it does not want such persons to enter its consulate section, and the ROK side, via diplomatic channels, has repeatedly requested China to help stop such intrusions.

He said that the security guards of the office building were requested by the guards of the ROK consulate section to help stop the two unidentified men from getting into the consulate section to maintain the safety of the premises and to keep order in the building.

However, regardless of that the ROK side criticized China which, Liu said, China finds difficult to understand.

What is more serious is that when the Chinese police were confronted with the incident and implemented the law in the Chinese territory, several ROK diplomats abused their privilege by openly preventing the Chinese police from performing their duty, in spite of China's strong representations and repeated exhortations and warnings.

Liu said that China is strongly dissatisfied with the ROK diplomats' behavior, which was inconsistent with their role as diplomats and violated international law.

He noted that the repeated embassy intrusions by illegal immigrants from the DPRK seriously threaten the safety of foreign embassies and consulates in China.

Liu said that the incidents are not accidental, but deliberately planned and instigated by individuals and organizations from the ROK and other countries. And the ROK's relevant policies also have a bearing on these incidents.

He said that the Chinese side has dealt with such incidents cautiously and with restraint, but the ROK side, ignoring the goodwill of the Chinese side, has continued to take the policy of encouragement and connivance, and the ROK diplomats even openly prevented the Chinese police enforcing the law.

Liu said that the Chinese side values the Sino-ROK relationship,and has cautiously dealt with problems between the two countries.

China urged the ROK side to respect the truth, keep calm, treasure the friendly relations between two countries and cooperate with the Chinese side to solve the trespassers issue properly.
