Chinese President Jiang Zemin's May 31 speech at the Party School of the Communist Party of China (CPC) Central Committee has had repercussions throughout departments of the central government, among cadres in provinces, autonomous regions and municipalities, as well as the People's Liberation Army and armed police.

Various conferences and workshops have been held to discuss Jiang's speech before a group of regional and ministerial officials at the party school.

In the speech, Jiang further elaborated on his "three represents" theory and urged that China needs new ideas and breakthroughs in the fields of reform and opening-up, so as to improve the national economy and the overall national strength.

During the discussions, it was widely agreed that Jiang's theory represented a further development of the Marxist theory.

It was also agreed that all Party members shall take Jiang's speech as a guide for their actions and adapt the theory to local situations in order to further reform state-owned enterprises, advance agriculture while maintaining sustainable development and social stability.
