Work for Water Diversion Project must be Intensified, Vice Premier

From 8 to 11 this May, Wen Jiabao made a study tour to the middle route of the water-diversion project from south to north, during which he inspected the water-conservancy hinge project at Danjiangkou and some other key projects along the line.

Wen Jiabao, vice premier of the State Council recently made a study tour to the middle route for the water-diversion project from south to north, following his first visit to the eastern line of the project last September. He stressed that the water diversion project is one of great importance, having much to do with the harmonious development of the economy, society and ecological conditions of the country.

To conduct water diversion from south to north, Wen Jiabao points out a scientific plan must be worked out because this is a project for generations to come. It must be carried out with a strict, scientific and down-to-earth attitude, giving it a reliable assessment and appraisal, which can withstand the examination of history so as to be responsible for generations of the Chinese nation. To conduct water-diversion work it is necessary to take into consideration many factors in all aspects of life, not only necessary to have a good project plan for carrying out the work, but also to have a good plan for saving water and for adjustment of economic structure, for developing industries and agriculture of water-saving type. And in addition, it is also necessary to have a plan for pollution treatment, for eco-protection and for forming a mechanism for regulating the water price.

Meanwhile, he emphasized that measures must be taken for solving effectively the bothering problems in the water-diversion project. The ecological problem must be put in a place of first and foremost importance by taking into consideration the ecological construction and environment protection. While diverting water it is necessary to benefit the northern dry areas on the one hand and on the other not to affect too much the ecological condition of the water-source areas, thereby realizing a harmonious development of economy, society and ecology in both the water diversion and water receiving areas. The second is the emigration problem. High vigilance must be given to the emigration problem of the reservoir area with stress to be laid on solving the problem of life for emigrants, who must be made to settle down peacefully and help them shake off poverty to get rich. And the third is the water-saving problem. To solve the problem of water shortage in the north of China it is necessary to set out from the frugal use of water. The economic structure must be adjusted to develop water-saving industries, agriculture and put up water-saving cities and build up a water-saving society as well.

As Wen Jiabao pointed out, to carry out the water diversion work from south to north a fine mechanism must be established in the respect of capital-solicitation, management and operation. The price-counting mechanism must also be reformed to put into practice the fixed quota and different prices for water-use, namely, the price is going to be added when excessive water is used so as to raise the national consciousness for saving water. That is to resort to the law of value to promote the frugal use of water and to raise the utilization rate of water resources.
