China to Earnestly Honor Commitments Promised at Application for World Heritages

China, on entering into the World Trade Organization, will carry on its work more conscientiously and with a greater initiative in confirmity with the "World Heritage Convention". And putting an end to the casual practice of disregarding the international agreement and its criteria it will fully and completely honor the commitments made at China's application for the world heritages.

According to the news of April 29, 2002 from the State Administration of Cultural Relics in Beijing, China, on entering into the World Trade Organization, will carry on its work more conscientiously and with a greater initiative in confirmity with the "World Heritage Convention". And putting an end to the casual practice of disregarding the international agreement and its criteria it will fully and completely honor the commitments made at China's application for the world heritages.

With regard to the shortcomings for the protection of cultural relics in China the State Administration of Cultural Relics has recently worked jointly with Ministry of Culture, State Planning Commission, Ministry of Finance and Ministry of Education and issued a document "Opinions on Strengthening and Improving Work of Protection and Management of World Heritages".

According to the "Opinion", the world heritage carries a special importance, rareness and fragility subject to damage and non-reproductive, which must be put in the first place for protection. All development and exploitation and management should be subject to the protection and preservation of the heritages and to the fundamentals good for the protection and preservation of them. Judging from the world point of view the major threat to the world heritages mainly come from the wrong development and extravagant exploitation. China's world heritages also face with the same threat.

The "Opinion" has it regulated that the units already defined as the world heritages must be kept as they were at the time of application for world heritages and any alteration must be subject to the approval in line with the regulations and further to the world heritage committee. The effective protection and preservation and exhibition of culture and natural heritages is the fundamental requirement of the "World Heritage Convention" The "Opinion" points out, to have the world heritages in China well kept is required by national ecological environment and development. It has a special lot to do with the environment of existence and quality of life for generations of the Chinese nation and also has things to do with the entire interest of the state and society and the long-term benefit as well.

As learned, China signed its official entry into the "World Heritage Convention" in 1985, proclaiming its solemn commitments to the world community about the well protection by all the people of the world heritages within the Chinese territory. So far the items and units already included in the world heritage list come to 28 in all, well on the list top of the world.
