Beijing Olympic Action Plan Receives Active Response

The Beijing Olympic Action Plan, made public last month, has received over hundreds of calls and letters from the society, Beijing mayor Liu Qi told the International Olympic Committee (IOC) Coordination Commission on Monday.

The Beijing Olympic Action Plan, made public last month, has received over hundreds of calls and letters from the society, Beijing mayor Liu Qi told the International Olympic Committee (IOC) Coordination Commission on Monday.

The Coordination Commission, headed by president Hein Verbruggen, is here on their first visit since its establishment late last year to the host city of the 2008 Olympic Games.

Liu Qi, also president of the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG), reported to the Coordination Commission of the achievements Beijing has made since the IOC Evaluation Commission, also headed by Verbruggen, visited Beijing in February last year.

The Beijing Olympic Action Plan has been worked out as a result of joint efforts. Since its publication on March 28, active feedbacks from all walks of life have been received by the BOCOG.

"This fully reflects the involvement of the whole society in the Olympic Games from the very beginning," Liu said.

Beijing has also stipulated the Regulations on the Protection of the Olympic Symbols, which came into force on April 1. The Regulations has a clear cut definition of the Olympic Symbols and the rights of the owners, while the responsibility of law enforcement departments and the liability for violations are identified.

Liu believed that "with specific legislation by the State Council and the Beijing Municipality," the marketing of the BOCOG is "blessed with even stronger legal protection."

The third major work the BOCOG has done is the planning of two central Olympic areas and the building of Olympic venues and facilities. A number of 177 firms, 60 percent of which are from outside China, are bidding for the overall planning of the Olympic Green and the Wukesong Sports and Cultural Center. Appraisal and selection of the bidding plans will be conducted in July.

Since the IOC Evaluation Commission's visit, Beijing has also built 190 kilometers of new roads, of which 100 kilometers are expressways. The Fifth and Sixth Ring Road have started construction, and other light way or subway programs are either to be completed within the next two years or at the end of conceptual designing.

Beijing has also turned to a wider use of clean energy, the upgrading of the standards for motor vehicle emission, transformation of the coal-burning boilers, and relocation of factories that have heavy pollution discharges.

As a result, the number of days with air quality reaching or better than the 2nd grade accounted for 50 percent of the whole last year. The green space per capita for Beijing citizens has reached 10 square meters, and the forest coverage of the city increased to 44 percent.

The BOCOG will focus their work on four aspects for the remainder of this year and the next year, Liu said.

The four aspects are the producing of an overall plan for the Olympic Green and Wukesong Center, the formulation of a marketing plan and its putting into operation, the bidding process of the logo and mascots of the 2008 Olympic Games, and a detailed overall plan for the BOCOG with the key tasks identified for each preparation phase, he added.
