Chinese President Holds Talks With Ghaddafi

It is China's set policy to develop friendly cooperative ties in various fields with Libya, visiting Chinese President Jiang Zemin said here Saturday in talks with Libyan leader Muammar Ghaddafi.

It is China's set policy to develop friendly cooperative ties in various fields with Libya, visiting Chinese President Jiang Zemin said here Saturday in talks with Libyan leader Muammar Ghaddafi.

China is ready to collaborate with Libya to further deepen bilateral friendly cooperation in various sectors, said Jiang, who flew in Tripoli earlier Saturday on his state visit to Libya.

The two leaders exchanged views on bilateral ties and on international and regional issues of shared interest.

Ghaddafi said he has long expected Jiang's visit, which he is convinced would surely serve to give a big push to the relations between the two countries.

Jiang said the two nations have forged diplomatic ties for 24 years and bilateral friendly ties of cooperation have continued to be promoted.

Both nations, as developing ones, once had identical experiencesand now are faced with the same task of development, thus there exist common language and interests between the two, Jiang said.

He noted both sides value their national sovereignty and territorial integrity, and respect each other's social system and way of development.

The two nations understand and support each other on international affairs, and maintain good coordination and cooperation, so as to safeguard their legitimate rights and those of the developing nations, Jiang said.

He said that Libya, as an important nation in Africa and the Arab world, has played a significant role in regional affairs.

On the current international situation and China's foreign policy, Jiang said the international circumstances are complicated,but the overall situation and momentum have by no means changed, with peace and development still being the mainstream of the times.

It is the common aspiration of all the people to run after peace, cooperation and development, Jiang said, adding China adoptsan independent foreign policy of peace, stands firmly by sovereignty and is opposed to any form of hegemonism.

China has long held that the state-to-state conflicts should be solved through negotiations and consultations, and should not appeal to the use or threat of the use of force, he said.

Jiang explained that all countries, no matter big or small, richor poor, strong or weak, should be on equal footing in the international community and have the right to take part in the international affairs.

Each country should, in accordance to their own circumstances, independently choose their own social system and road of development, he said.

Reiterating that China is opposed to any form of terrorism, Jiang said the anti-terrorism fight should have the right objective, obtain the authentic evidence and avoid hurting innocentpeople.

At the same time, he said, the anti-terrorism fight should make every effort to eliminate the origin that leads to terrorism and China is against the practice that links the terrorism with certainnationality or religion.

Jiang said that the Chinese government and people are deeply worried about the continuous tension in the Middle East, and that the longer the issue cannot be settled, the greater threat and negative impact it will impose on the regional stability and on theworld peace and development at large.

China, as a permanent member of the U.N. Security Council, has always made its due efforts to solve the issue in line with relevant U.N. resolutions and the "Land for Peace" principle, he said.

Jiang said China is ready to maintain frequent communication andconsultations with the Arab nations including Libya, so as to work to promote the early settlement of the Middle East issue.

Ghaddafi spoke highly of China's independent foreign policy of peace, saying that China is a great nation among the developing countries and weighs heavily for international affairs.

He hoped China continues to achieve greater progress and plays an even more important role. He said the majority of the developingnations, especially those in Africa, are willing to develop mutually beneficial cooperation with China.

He said he wished China strengthen contacts with the African Union countries and promote common development.

After the talks, representatives of the two countries signed three documents, including a memorandum on investment cooperation, an agreement on cooperation between China National Petroleum Corporation and Libyan National Oil Company, and an implementation agreement on railway cooperation.

Jiang and Ghaddafi attended the signing ceremony.

In the evening, Jiang attended a welcoming banquet hosted in hishonor by Ghaddafi, whose wife also gave a dinner for Jiang's wife Wang Yeping.

After the talks, Chinese Vice-Premier Qian Qichen exchanged views on issues of common concern with Libyan Secretary of Foreign Communication and International Cooperation Abdul-Rahman Mohammad Shalgam.

Libya is the second leg of Jiang's two-week five-nation trip, which will also take him to Nigeria, Tunisia and Iran. Jiang has just concluded his state visit to Germany, which started last Monday, and is scheduled to leave for Nigeria Sunday.
