Powell Warns Israel of Threat Without Peace Talks
United States Secretary of State Colin Powell said Thursday that Israel will face more terrorist attacks by Palestinians if it pays no attention to the international calls to negotiate peace with Palestinians.

As long as a political dialogue for peace was not underway, Palestinians would continue their terrorist attacks to defy the Israeli military actions trying to uproot them, Powell stressed after meeting with Russian Foreign Minister Igor Ivanov. They met in the Spanish capital, where the United States, the United Nations, Russia and the European Union were discussing ways to end the escalating violence in the Middle East. Powell told the press he would still meet and talk with Palestinian leader Yasser Arafat. He was leaving here later this day for Israel, and was to talk with Israeli Prime Minister Ariel Sharon on Friday, followed by a meeting with Arafat on Saturday. He said Sharon had briefed him earlier by phone on Thursday on the latest Israeli occupations of Palestinian towns. They would hold detailed talks on the Middle East situation during his stay in Israel. According to Powell, Sharon assured him of a wish for consultations on the steps to resume peace talks towards a " negotiated agreement." Ivanov said it was important that the U.N. Security Council on Wednesday gave its support to the Madrid joint declaration on the Middle East crisis.
He stressed that nobody expected that soon after the signing of the declaration, the situation in the region would "experience a radical change." But he insisted on the need for "acting together."
