China strongly opposes the United States support for Taiwan's "participation" in the World Health Organization (WHO), and has made strong representations to the U.S.government, Chinese Foreign Ministry spokeswoman Zhang Qiyue said Monday.

Zhang made the remarks in response to a question about a bill passed by the U.S. Congress to support Taiwan's bid to be an "observer" in the WHO, which US President George W. Bush has signed.

Zhang said that the WHO is one of the United Nations' special organizations whose membership is open only to sovereign states, pointing out that Taiwan, as part of China, had no qualification to participate in the WHO.

The Chinese central government had always been concerned about the health and social welfare of Taiwan compatriots, and played anactive role in promoting exchanges and cooperation across the Taiwan Straits in the health area, said Zhang.

Zhang said the Taiwanese has accessibility to information about health, and the purpose of Taiwan's participation in the WHO is to create "two Chinas" or "one China, one Taiwan".

Zhang pointed out that U.S. support of Taiwan's "participation"in the WHO is against U.S. commitments to the "one China" policy and the principles enshrined in the three Sino-U.S. joint communiques.

China required the US side to correct its mistakes immediately and stop the connivance and support of Taiwan's attempts to separate China, so as to avoid harm to Sino-U.S. relations, Zhang said.
