Central Govt Official Stresses Necessity of Full Implementation of HK Basic Law

A comprehensive implementation of the Basic Law of the Hong Kong Special Administrative Region (HKSAR) provides a guidance for creating a better Hong Kong, said Jiang Enzhu, director of the Liaison Office of the Central People' s Government in the Hong Kong SAR, Saturday.
The Basic Law, which has taken into consideration the interests of all walks of life in Hong Kong, has gained their hearty respect and support, Jiang pointed out at a seminar marking the 12th anniversary of the promulgation of the Basic Law.
Jiang noted that the five-year practice in carrying out the Basic Law has demonstrated that greater efforts should be made in four aspects to fully implement the Basic Law.
First, Jiang said, a correct understanding of the Basic Law is required, as the law serves as the legal embodiment of the "one Country, two systems" principle.
How to interpret the Basic Law is critical to the enforcement of the law in the Hong Kong SAR, he added.
Secondly, the Basic Law must be carried out to the letter, he noted.
Only by doing so can the Basic Law give full play to its legal effect and bring the most protection to the community, he said.
Moreover, the Basic Law must be firmly upheld, as it is of paramount importance in the SAR's legal framework, and no other law in the Hong Kong SAR is entitled to override the Basis Law, he stressed.
Finally, Jiang called for the vigorous publicity of the Basic Law and said that learning and understanding the Basic Law is the prerequisite of abiding by and carrying out the law.
Jiang expressed his confidence that under the Basic Law, Hong Kong people would get over all kinds of difficulties that lay ahead and create a better future for Hong Kong.
