Pakistani President Pervez Musharraf on Friday pledged to create the "essence of democracy" in a televised speech to the nation.

Musharraf is addressing the nation to dwell on his plans to hold a referendum.

He taped his speech at state-run Pakistan Television earlier on Friday.

By referendum, Musharraf, who took over as the Chief Executive of the country in a bloodless coup in October, 1999, will directly seek public opinion on whether he should stay as president for

another five years to oversee the completion of the reform agenda.
